GUIDANCE FOR SUBMITTING COUNCIL MEETING NOTICES

The Magnuson-Stevens Fishery Conservation and Management Act (MSA), section 302(i) (2)(C), states the Councils must provide timely notice of each regular meeting and each emergency meeting, including the time, place, and agenda of the meeting. Timely notice of each regular meeting shall be published in the Federal Register. The published agenda of the meeting may not be modified to include additional matters for Council action without public notice and must be published 14 days prior to the meeting date, unless such modification is to address an emergency action under section 305 (c) of the MSA. The Office of Sustainable Fisheries will gladly submit your Federal Register meeting notice to the Office of the Federal Register for publication. Listed here are instructions for drafting your document along with two sample templates. Our goal is to work closely with each Council to answer questions and ensure your document publishes in a timely fashion.

Instructions to Councils when Submitting Meeting Notices to the Office of Sustainable Fisheries

The Council will:

• Prepare a notice by following the document typography and format outlined below.

• Continue to adhere to all established clearances and review procedures.

• Send all notices for Federal Register publication to nmfs.regs@noaa.gov.

• Send a cc of all notices for Federal Register publication to Vicki.Anderson@noaa.gov.

• Ensure that the subject line in the e-mail matches the subject heading of the attached document.

• Send the notice no later than 23 calendar days (as stated in 50 CFR 600.135(a) before the first day of the council meeting to allow adequate processing time.

• Monitor the Federal Register at

http://www.gpo.gov/fdsys/browse/collection.action?collectionCode=FR

to verify that your document was published and is error free.

• Report immediately to nmfs.regs@noaa.gov if there are any document printing errors or if the document doesn’t publish on the assigned date.
